It records what the operator defines. The signature makes later changes detectable.

When recording is required

NIS-2 does not require recording. On rail, § 16(2) EBO does. Recording requires a legal basis under Art. 6 GDPR and works council approval under § 87(1) no. 6 BetrVG.
